Construction fire safety responsibility and competence matrix

[edit] Introduction
In July 2020, the Construction Industry Advisory Committee (CONIAC) Managing Risk Well Working Group on fire produced the Construction fire safety: Responsibility and competence matrix for fire safety in construction. Hosted by the Construction Health and Safety Group (CHSG), the purpose of the matrix is to identify and outline the skills, knowledge, training, experience and responsibilities of those involved in fire safety and prevention on construction projects.
[edit] How the matrix works
The matrix sets out the minimum knowledge needed for each role. This includes personnel who have regular roles on site as well as external fire safety personnel who play a part in fire prevention during design and construction stages.
The tables can be used to explore areas where competencies are lacking or improvements are necessary. They are meant to serve as the basis for decisions, but should not be thought of as definitive.
People using the tables should have an understanding of the requirements regarding fire safety both for construction sites and completed projects. They should also know how activities that occur during these stages can impact on aspects of fire safety. The matrix can help key personnel find additional guidance including legislation related to fire management roles.
